Noel is Executive Director of the Delaware Dispute Center in Wilmington, Delaware. Prior, he was founding executive director of the National Association of State Mental Health Program Directors Research Institute in Falls Church, Virginia. He has held program director positions at the National Institute of Mental Health, North Carolina Mental Health Legislative Study Commission, and the Oakland County (Michigan) Mental Health Services Board. His academic appointments in departments of psychiatry, public health, health services, and social work have included the University of North Carolina at Chapel Hill, University of Maryland, Johns Hopkins, University of Delaware, and Harvard, among others. Noel is a mediator and conflict management educator with professional practice in superior court, a family mediation practice, and designing alternative dispute resolution systems.
