Alfred S. Peláez, Professor of Law, Director of the Program
Professor Peláez has been a member of the Law Faculty since graduating from the Yale Law School, where he was a Sterling Fellow. He currently teaches Contracts, Admiralty, Federal Courts and the Federal System, Sanctions, Sentencing and Corrections, and a Survey of Chinese Law.
Professor Peláez serves as a Distinguished Visiting Professor of Law at China University of Political Science and Law and is the Director of the joint Duquesne University--China University Summer Legal Study Program held annually in Beijing, P.R.C. The summer program attracts lawyers and law students from throughout the world.
Professor Peláez is a member of the bar of the Supreme Court of the United States, the United States Court of Appeals for the Third Circuit and the Supreme Court of Pennsylvania. He argues cases in the state and federal appellate courts, where the panel of judges frequently includes former students.
Professor Peláez has served as Vice Chair of the Pennsylvania Commission on Sentencing, Reporter for the Speedy Trial Planning Group for the U.S. District Court for the Western District of Pennsylvania; and as International Consultant to The China Center for International Legal Study (Beijing, PRC). He co-authored (with James Wm. Moore) Vol. 7A (Admiralty) of Moore’s Federal Practice 2d ed. and annually authors the products liability materials for the Pennsylvania Bar Institute Civil Litigation Update.
Frank Y. Liu, Professor of Law, Associate Director of the Program
Professor Liu joined the faculty of the Duquesne University School of Law and served as the Director of the Center for Legal Information (the Law Library) in 1980. He earned a bachelor of law degree (LL.B.) at the top of his class from the National Taiwan University. He received a graduate fellowship from Yale Law School and studied there for one year. He received a master of comparative jurisprudence degree (M.C.J.) and master of library science degree (M.L.S.) from the University of Texas at Austin.
Professor Liu currently teaches legal research, advanced legal research, and Chinese legal history. He was instrumental in developing the faculty exchange program between Duquesne University School of Law and the China University of Political Science and Law (CUPL) of Beijing, the People’s Republic of China. With Professor Alfred S. Peláez, he helped to establish the Duquesne-CUPL summer study of Chinese law program in Beijing in 1995. He teaches in the program and serves as its Associate Director. Professor Liu is an Honorary Professor at CUPL and the Northern Jiaotung University, two of the most prestigious universities in China.
Professor Liu served as a chair and/or member on numerous committees of the American Association of Law Libraries (AALL). In 1998, he was elected a member of the distinguished Executive Board of the AALL.
Professor Liu served as the president of the Faculty Senate of Duquesne University from 1994-98. He was a member of the board of directors of the World Trade Center, Pittsburgh, and a member of the prestigious Pennsylvania Humanities Council. He has served in the leadership capacity of numerous other community organizations. In 1990, he received the Duquesne University President’s Faculty Award for Excellence in Community Service.
Professor Liu is the co-author of a definitive and comprehensive legal research book on Pennsylvania law, titled Pennsylvania Legal Research Handbook, 2001. He was a co-columnist on legal research for the widest circulating legal newspaper in Pennsylvania, Pennsylvania Law Weekly. He has published a total of 18 articles in the column.
Marlene R. Vatter, Administrative Coordinator
Ms. Vatter has been with Duquesne University School of Law, Center for Legal Information, since 1995. She has coordinated the China Summer Study of Law Program since 1996. She earned her bachelor's degree in Professional Studies (with concentrations in organizational behavior and information technology) graduating summa cum laude from Duquesne University. As administrative coordinator, she manages the marketing of the program, as well as all mailings. She also manages the web site to keep it current and up-to-date. She handles all inquiries and requests of students from all over the world, and processes each application. She ensures that each participating student receives all program materials, pertinent information and instructions. She coordinates the clinicals/ internships and student housing, and summarizes the student surveys. She is also instrumental in assisting visiting Chinese scholars with their housing, administrative and personal needs here in Pittsburgh.
Ms. Vatter is committed to responding to each and every student's questions or requests about the program in a timely and courteous manner. Having accompanied the students in Beijing in June of 2006, she has personal and firsthand knowledge of both the academic and cultural atmosphere in China.
Outstanding Chinese Law Faculty
The program is taught by outstanding Chinese law faculty in English. Among the faculty are leading draftsmen of current Chinese laws, top Chinese scholars who were trained in China and the West, government officials, and practitioners in leading Beijing law firms. Many of the Chinese faculty are instrumental in drafting the laws required for the newly emerging market economy. You may find that your critical comments, as did those of past years' students, will "find their way into" one of China's new legal codes!
