Biography

Frank Yining Liu was the associate dean for legal programs, professor of law, and director of the Duquesne Center for Legal Information and the Allegheny County Law Library. He also oversaw the School of Law’s Paralegal Institute. Liu received his LL.B. at the top of his class from National Taiwan University, Master of Comparative Jurisprudence and Master of Library Science from the University of Texas at Austin, and did a fellowship at Yale Law School.  

Liu taught legal research and Chinese language, culture, history and law. He developed the faculty exchange program between Duquesne University School of Law and the China University of Political Science and Law, and he co-founded the first ABA-approved Duquesne - CUPL summer Chinese Law program in Beijing. Liu also helped to establish Duquesne’s LL.M. for Foreign Lawyers program. He is an honorary professor of China University of Political Science and Law and the Beijing Jiaotung University, two leading universities in China. 

Liu co-authored Pennsylvania Legal Research Handbook. He served as the president of the Duquesne University Faculty Senate, member of the executive board of the American Association of Law Libraries, the Pennsylvania Humanities Council, and the China – U.S. Joint Commission on Legal Education of American Association of Law Schools, as well as the Advisory Council of University of Texas at Austin, School of Information. Among his national honors, Liu received the 2016 American Association of Law Libraries' "Hall of Fame Award" and the “Roy M. Mersky Spirit of Law Librarianship” award. He also is a recipient of the Duquesne University “President's Award for Excellence in Community Service.” The Pittsburgh City Council proclaimed April 23, 2002 as “Professor Frank Yining Liu Day” to recognize his contributions in promoting mutual understanding between the people of the United States and the People’s Republic of China. 

Liu is a co-founder of the Chinese and American Forum on Legal Information and Law Libraries, which organized international conferences in Beijing (2009), Philadelphia (2011), Shanghai (2013), Hawaii (2015), Hangzhou (2017), and Washington D.C. (2019). Liu was an active member of the American Bar Association’s law school site evaluation teams. He is widely recognized as a national and international authority and leader in the field of legal information and law library management.
