Biography

Robert A. Krebs is a Commissioner on the Pennsylvania Workers’ Compensation Appeal Board having been appointed by Governor Edward G. Rendell in 2004 and reappointed in 2009.  The Board hears appeals from the decisions of the Workers’ Compensation Judges involving traumatic injuries, occupational diseases and fatal claims.  From 2010 to 2011 he served as Chairman of the Appeal Board.  In 2003 Krebs served on Governor Rendell’s Transition Team for Judicial Issues and in 2015 he served on Governor Tom Wolf’s Transition Team for Labor and Industry.

Prior to his appointment to the Workers’ Compensation Appeal Board, Mr. Krebs was a trial attorney in the Pittsburgh area for twenty years, practicing in the areas of commercial law, negligence and workers’ compensation. Notable cases he handled include Development Finance Corporation v. Alpha Housing & Health Care, Inc., 54 F.3d 1156 (3rd Cir. 1995).  Professor Krebs received his undergraduate degree from the Pennsylvania State University in 1981 and studied Economics and Political Science at the University of Exeter in England.  He earned his law degree from Capital University Law School in 1984, where he was Articles Editor of the Capital University Law Review and received the American Jurisprudence Award in Torts.

Mr. Krebs is currently the editor of the Pennsylvania Bar Association Workers’ Compensation Law Newsletter. He has chaired various committees of the Western Pennsylvania Trial Lawyers Association and the Federal Bar Association for the Western District of Pennsylvania.  From 2004 to 2006 he was Chairman of the Appellate Practice Committee of the Allegheny County Bar Association (ACBA) and has served on the Section Council of both the ACBA Federal Practice Section and the Workers’ Compensation Section.  While in private practice Mr. Krebs was a member of the Amicus Curiae Committee of the Pennsylvania Trial Lawyers Association (PaTLA) and represented PaTLA in a number of cases on appeal including Urban v. Dollar Bank, 725 A.2d 1815 (Pa. Super. 1999).

Commissioner Krebs was actively involved in the 2006 legislative amendments to the Pennsylvania Workers’ Compensation Act and as a member of the Workers’ Compensation Rules Committee he served as the principal draftsman for the 2014 revisions to the Special Rules of Practice and Procedure before the Workers’ Compensation Appeal Board.  Commissioner Krebs teaches Employment Law and has received the Adjunct Professor Award.  He is a member of the Pennsylvania, District of Columbia and United States Supreme Court Bars.
