New Policy on Drones, Uncrewed Aircraft Systems

This policy applies to all UAS operations—both indoor and outdoor—on University-owned, leased, or controlled property by students, employees, contractors, and visitors.

The policy was created to ensure the safe, secure, and responsible use of UAS on campus while aligning with applicable federal, state, and local regulations. While the use of drones can support creative, educational, and promotional work, the University must balance these benefits with the need to maintain safety, privacy, and compliance across campus.

TAP No. 42 outlines the following key points:

• All UAS operations must follow FAA Part 107 rules and be conducted by certified Remote Pilots in Command (RPICs).
• Requests to operate a UAS must be submitted in writing to the Division of Marketing and Communications at least 14 business days in advance for approval.
• Recreational or hobby use of drones is strictly prohibited on University property.
• Indoor drone flights are generally not permitted, with limited exceptions.
• Privacy protections are in place to prevent drone use in private University spaces.
• All approved operators must carry University approval documentation and comply with insurance and reporting requirements.

The policy also specifies the review and coordination steps required for University departments that hire third-party drone services. Certain safety-sensitive UAS operations, such as those conducted by the Department of Public Safety or emergency responders, are exempt.
