Bio

Sally Cunningham is a Federal Contracts consultant. She actively assists contractors in addressing a wide variety of issues related to government contracting opportunities through the entire contract life-cycle, from bid and proposal preparation through contract management activities. In addition, Ms. Cunningham is the founder of High Stone Technologies - a firm devoted to designing, developing, and commercializing products that enable seniors and people with disabilities to live more independently.

Sally Cunningham was previously SEI Counsel and the Director of Technology Transition Services for the Software Engineering Institute at Carnegie Mellon University where she directed the Institute's technology transition efforts in the areas of licensing, contracts, ethics, compliance, communications, public relations, customer relations, education, and conferences. Ms. Cunningham's early career experience included 17 years working for the DoD in various capacities including as a contracting officer.

Ms. Cunningham has extensive experience in all aspects of technology transition, licensing, contracts and negotiation. She has made significant contributions in all these areas through research, training and facilitation, consulting and the development of new programs. Ms. Cunningham has conducted negotiations for contracts valued up to $1B. She has taught courses and held seminars in Entrepreneurship, Intellectual Property Law, Government Contracting, and Negotiations.

Ms. Cunningham received a BS degree in Market Research from Ferris State University, Michigan, an MBA from Wayne State University, Michigan and a JD from Duquesne University, Pennsylvania. She is a licensed attorney in the Commonwealth of Pennsylvania: President of the National Contract Management Association Pittsburgh Chapter; and a lifetime Certified Professional Contracts Manager. Ms. Cunningham also has extensive board experience both nonprofit and for profit.
